New development review adapts to growing city

WESTMINSTER — A city planning department probably doesn’t exist that has not been the target of complaints. But now Dave Shinneman honestly can say that Westminster is doing its best to minimize grievances.

As is common in all growing cities along the Front Range, Westminster has heard from more than a few dissenters regarding its development review process. The biggest gripe was that the process was too circular. It had no clear beginning, and the end often was not defined, said Shinneman, Westminster’s planning manager.
