Windsor Town Board to discuss terminating Poudre River Trail agreement

WINDSOR — The Windsor Town Board tonight will discuss pulling out of the Poudre River Trail Corridor Intergovernmental Agreement, which for more than 20 years has existed to fund maintenance and development of the trail that connects Fort Collins to Greeley along the Cache la Poudre River. The town entered into the agreement in 1994 with the city of Greeley and Weld County.

The Council discussed the idea briefly earlier in the month but will revisit it at the Windsor City Council meeting tonight. The resolution to terminate the agreement states that the Town Board has already decided not to appropriate funds to the Poudre River Trail Corridor for 2026. According to the resolution, “The Town Board has determined that the original purpose of the IGA has been satisfied and that each party can continue to develop and maintain the Poudre River Trail within their own jurisdictions without the need for the current IGA.”

In a recent Town Board Budget Work Session, the Town Board contemplated a request by the Authority for increased funding from each party to hire a new executive director. Windsor had been paying $32,000 a year, but the 2025 request was for $57,000, which was to hire a new executive director for the authority.

“During this discussion, the Town Board weighed the benefits to the Town of remaining in the agreement. As it stands, the Town maintains the provisions of the trail within Town boundaries and receives little benefit from the current authority,” according to meeting minutes from the last council discussion.  “It was discussed that the money going to the authority from each jurisdiction may be better used by each jurisdiction on their own development and maintenance of the trail.”

BizWest reported earlier this month that Windsor-based Connell Resource was building the final segment of the 45-mile trail, estimated to cost $2.3 million. That final portion is under construction now.
