Two downtown Loveland blocks to reopen Nov. 21

LOVELAND — The first two blocks of the Loveland Heart Improvement Plan project, which made vehicle access to multiple downtown businesses difficult, will be complete in time for the Festival of Lights celebration Nov. 21.

In fact, the city of Loveland will use the festival to reopen those streets to normal traffic while it continues work on other blocks included in the HIP Streets project.

Completion of Blocks 1 and 2 of the Heart Improvement Plan, located on Fourth Street east of Lincoln Avenue, mark a milestone in the project, the city said in a press statement. Visitors will see newly designed roadways and sidewalks. While those blocks will be closed to vehicles during the festival, they’ll reopen to vehicle traffic immediately after. 

“We’re deeply grateful for the patience and support shown by our downtown businesses and community throughout construction. This project has been decades in the making and completing these essential underground infrastructure improvements and long-envisioned streetscape improvements marks a major milestone for downtown Loveland,” Nicole Hahn, city engineer, said in a written statement. “We’re excited to celebrate this progress together and welcome everyone back to experience the new space.”

“Strong downtowns drive strong economies,” said Loveland Downtown Development Director Sean Hawkins. “This project ensures Loveland’s core continues to grow and prosper. By improving infrastructure and activating event spaces, we’re creating new opportunities for local businesses to thrive.”

The HIP Streets project got underway Feb. 24 on the east end of the city’s core downtown area. Construction on Block 5 on the west end of the downtown broke ground May 12. The project includes underground utility upgrades, improving water, stormwater, power, telecommunications and gas systems. Above ground, streetscape improvements leveled sidewalks, improved pedestrian crossings and prioritized walkability to support community events and local businesses. 

Installation of landscaping, irrigation and lighting on the soon-to-reopen segments will begin in spring 2026. The city also will install artwork along Fourth Street at the end of the project.

Work continues on Block 5 between Railroad and Garfield avenues with utility work largely complete. Grading for new curbs, gutters and paving have begun. Work is expected to be complete in the spring.

Work on Block 3 between Lincoln and Cleveland will begin Dec. 1. The city anticipates that Block 4 between Railroad and Cleveland will begin in late March 2026. Pedestrian access to businesses will be maintained during the construction although the streets will be closed to vehicles, the city said.

Utility Enterprise Funds are covering $12 million of the total $24.5 million cost, with Certificates of Participation covering the remainder.
