BOULDER ? Many people know it?s convenient to take a shuttle to the airport. What few people know is that this niche in the transportation industry is highly competitive, closely regulated and an uphill grind in the battle to gain market share.

In Colorado, providing transportation for the public is a service regulated by the Public Utilities Commission. The PUC looks at the level of demand before allowing a new carrier to start offering rides in a particular geographical territory and makes sure the carrier has the required amount of insurance.
