Developer eyes restart for Old Town North

FORT COLLINS — The developer who bought vacant lots at Old Town North in Fort Collins through a bankruptcy court last year has submitted plans that could round out the new urbanism project that has been nearly 15 years in the works.

Rocky Mountain High LLC, led by Bruce Douthit of San Diego and Spencer Douthit of Fort Collins, has submitted conceptual plans to the city of Fort Collins planning department for several multistory buildings with retail on the main floor topped with two stories of condominiums. The lots are located along Jerome Street north of the Poudre River and east of U.S. Highway 287.

Rocky Mountain High bought the lots in 2013 after original developer Monica Sweere, who began the project in 2001, filed for Chapter 7 bankruptcy. The group has sold some of the lots it acquired.

Old Town North is a 45-acre mixed-use neighborhood that has been slowly growing over the past decade.

“We’ve submitted these plans to see how thing pan out,” said Bruce Douthit, an investment attorney. “If this happens, we’d probably seek a local builder/developer partner to see it through. … The city has been encouraging, but we will need some local expertise if we move forward. We are still looking at the profit potential.”
