Local developer plans townhome community just north of Village at the Peaks

LONGMONT —  Boulder County developer Sopris Homes LLC is planning a new townhome community in Longmont, just a stone’s throw north of Village at the Peaks shopping district. 

Enclave at the Peaks, plans for which are set to be reviewed by Longmont’s Planning Commission on Wednesday, call for the creation of 100 new lots on about seven acres at 1845 Nelson Road, a site that’s between a Hobby Lobby store and a self-storage facility.

Of the three parcels that make up the Nelson Road property, two are vacant and the third houses an air-conditioning contractor business.

Homes at Enclave at the Peaks, accessed by alley-facing garages, would be two and three stories and range in size from 1,700 to 2,300 square feet. Buyers would be given the option to have a rooftop deck with access from a small, top floor “eagle’s nest,” planning documents show. 

“A network of green spaces and pocket parks will be linked with pedestrian paths,” according to a city memo. 

One of the criteria Longmont officials use to review would-be residential developments is compatibility with surrounding uses. Such a review could take on additional significance in mixed-use districts with a significant commercial presence such as Village at the Peaks. 

Planning staff, in a memo to the Longmont City Council, said, “The areas around the Village at the Peaks are evolving to contain a mix of uses that includes residential. There is existing supportive housing to the south of the subject property, with an affordable multifamily development in progress adjacent to that. The proposed townhouse development would add an additional type of housing to this area, increasing the diversity of uses, while also remaining well below the maximum of 50% secondary uses within a zoning district.”

Sopris has yet to inform Longmont officials how the company plans to meet Longmont’s affordable housing requirements. Typically, developers build affordable units on site or, more frequently, pay a cash-in-lieu fee toward the city’s inclusionary housing fund, which is used to support affordable projects throughout Longmont. 

Officials generally prefer on-site construction of affordable homes, and, throughout the Boulder Valley, elected leaders are grappling with ways to encourage that option over cash-in-lieu.

The Longmont Planning Commission meets at 7 p.m. on Wednesday at 350 Kimbark St.
