Windsor’s town clerk leaves to take same job in Loveland

LOVELAND — Patti Garcia, the town clerk of Windsor, has been hired to fill the same job for the city of Loveland.

Garcia has been Windsor’s town clerk since 2008, following a term as town clerk and human resources director for the town of Winter Park. Garcia served as president of the Colorado Municipal Clerk’s Association during 2017.

Loveland’s city manager, Steve Adams, selected Garcia from a field of three who interviewed for the post with city staff and external panels March 20-21.

Garcia recently filled in as acting town manager in Windsor during a gap between the departure of Kelly Arnold in November and the hiring this week of Shane Hale, former city manager of Cortez, to fill the position.

Garcia will oversee the work of a four-person staff that is responsible for conducting municipal elections, as well as maintaining business licensing and permits, liquor licensing, public-record requests, city council agendas and minutes, and rebate programs for food and utility sales taxes.

Garcia’s annual salary is $107,000.
