Panel to discuss setback initiative at BizWest energy summit Wednesday
LOVELAND — A proposed ballot initiative that would amend the Colorado constitution to impose a statewide setback requirement for new oil and gas development facilities will be discussed by one of the panels at BizWest’s energy summit, to be held Wednesday in Loveland.
The event, titled “Drilling Down: The Economic Impact of Declining Energy Prices,” has lured experts from industry, government and academia to discuss issues and trends in the energy sector. Besides debating implications of public policy, panels also will offer an economic report card for Northern Colorado, analyze emerging mergers and acquisitions and look at transload facilities in the region.
Colorado Oil and Gas Association chief executive Dan Haley; Richard C. Kaufman, of counsel at Ryley, Carlock & Appelwhite; and Kathleen Staks, assistant director for energy at the Colorado Department of Natural Resources will give their views about how Initiative 78 and other current ballot measures, Supreme Court rulings, local legal issues, land-use regulations and public opinion could influence energy-company production and policies.
