Loveland council to study two South Catalyst proposals

LOVELAND — The Loveland City Council on Tuesday will review two proposals from developers for the downtown South Catalyst project.

The proposals, received by the Friday deadline, came from Fort Collins-based Brinkman Partners and from Denver-based Prime West Development Inc. It will be up to the council to decide which firm gets to negotiate to build its project on the site.

The Prime West proposal is for a mixed-use project with residential, office and retail space, said the company’s president, Jim Neenan. The Loveland city staff will present the Prime West proposal to the council at its Tuesday study session, Neenan said, adding that, “We have not met with them yet other than submitting our proposal.”

Officials from Brinkman Partners did not return calls by Monday afternoon.

The Loveland City Council approved the request for proposals for the revitalization project at its Oct. 6 meeting, directing its staff to return with a more clearly defined process for selecting a developer and for the negotiation process.

The study session will begin at 6:30 p.m. in council chambers at 500 E. Third St.

The South Catalyst project, in planning stages since 2010, includes the area bounded by First and Third streets on the north and south and Cleveland and Lincoln avenues on the east and west. The city has purchased most of the property in the area and had been working with New Jersey-based Michaels Development Co. for a year and a half on plans for the site. However, the city and Michaels cut ties in August after a dispute over an extension of Michaels’ exclusive right to negotiate with the city.

The council then decided not to seek new proposals until the city concluded negotiations with Larimer County about putting a county administration building on the site. On Oct. 6, county commissioners voted unanimously to reject as “untenable” the terms of a pact that the city had drafted.
