The Denver Business Journal reports that Daniel Hayes has submitted an initiative for the 2018 ballot “that would cap the number of new homes and apartments” being built in the seven-county Denver metro area — plus El Paso, Larimer and Weld counties — at a growth rate of 1 percent per year.
