Southern Land Co. based in Franklin, Tenn., wants to build 285 apartment units in four, four- and five-story buildings, plus 98,000 square feet of office space and 24,000 square feet of retail/restaurant space in a four-story building.
The project would be directly west and south of the 319-unit 3100 Pearl Solana Apartments that are under construction. Southern Land Co.’s apartments would range in size from 400-square-foot “micro” studios to 1,600-square-foot three-bedroom units.
The land is within the Boulder Valley Regional Center and Transit Village Area Plan. That area is undergoing a significant transformation.
Across Pearl Parkway to the north of Solana is Depot Square, which is under construction. It consists of a mixed-use transit center to include a 150-room Hyatt hotel, 71 affordable apartment units, a below grade bus facility and a public plaza surrounding the restored historic depot building.
On the southwest corner of 30th Street and Pearl Parkway is Pearl Place, a project for 300,000 square feet of office space that is in the site review process.
Southern Land’s project would be on land that is occupied by several businesses – a 13,000-square-foot private office building owned Bridge Partners IV that houses several businesses, the 2,700-square foot Gene’s Auto Repair shop owned by Alvin Baker, and two buildings totaling 23,100 square feet and 4.5 acres of land owned by Hollister Properties LLLP that house the Valley Chrysler auto dealership. Southern Land Co. said it has the parcels either under contract or is in negotiations to buy. In 2012, Southern Land began searching for property to develop in Boulder and in 2013 decided on the location.
The Boulder Planning Board pointed out in a meeting June 5 that the northern portion of the project would need to be rezoned to mixed use, and the proposed density for apartments exceeds current limits. Changes would need to be made to the plan to accommodate the current plan, or the plan would need to be revised.
The planning board is looking closely to see if the project is consistent with the Boulder Valley Regional Center Design Guidelines and has questions about motor and foot traffic connections. Lacking from the current plan are how a new street and bridge connections over the North Boulder Farmers Ditch would be incorporated into the project, according to public documents prepared by the planning department.
