Masciola replaces Bruce Biggi, who was the organization’s first CMO. Biggi became CMO in January 2015, after resigning as the city of Greeley’s economic-development manager, a position he had held for seven years.

Andy Montgomery, NCEA’s chief executive, said Biggi was instrumental in forming and launching the 2-year-old organization, but that as NCEA matures, a different set of skills are needed.

“You need different folks for different times,” he said Tuesday, pointing out that the organization is up and running and taking an “aggressive posture” as it reaches out to site selectors in an effort to lure jobs to Northern Colorado.

“I am very appreciative of Bruce’s hard work in standing up the organization, driving the launch of the website and moving our organization down the road,” Montgomery said.”

Biggi, said he has enjoyed his time working with the NCEA. He is reactivating his consulting firm, The Carta Group LLC.

Masciola’s economic-development career spans more than 25 years, including the past nine in Northern Colorado.

He most recently was with MM Solution LLC in Fort Collins, and prior to that was the director of economic development from 2011 to 2013 for the city of Thornton.

Most noteworthy, Masciola was the chief operating officer and senior vice president from 2007 to 2011 for the former Northern Colorado Economic Development Corp. that served economic-development efforts in Larimer County. That organization folded in 2015 and turned its assets over to the NCEA in October of that year.

Masciola is credited with working with clients across a variety of sectors, which has resulted in 3,900 new jobs, more than $680 million in private investment and 4 million square feet in new building construction, according to an NCEA statement.

Montgomery said Masciola “has a proven track record in implementing strategy and achieving results both in municipal and independent economic-development organizations.”

After the launch of its website, www.northerncolorado.com, NCEA has been focused on direct marketing to site selectors and other corporate location influencers. They have traveled to multiple cities in 2016 to develop relationships and expand the brand identity and knowledge of the region.
